How NDS Extended Its Intelligence Architecture Into Guatemala

The Tuskegee University Food for Peace proposal demonstrated that the National Data System could operate beyond local and national data projects by supporting international development, humanitarian accountability, commodity traceability and beneficiary intelligence.

The project involved Tuskegee University’s application under the USDA Food for Peace framework for work in Guatemala. Tuskegee was positioned as the prime applicant, with Chiefs Solutions and National Data System serving as supporting partners.

NDS was not proposed as a simple data vendor. Its role was to help create the intelligence, monitoring, accountability and decision infrastructure necessary to understand where needs existed, who was reached, what was delivered and whether program outcomes improved.

That makes the Tuskegee project one of the strongest demonstrations that NDS can support international development missions—not merely publish domestic data.

Tuskegee and Food for Peace expanded the meaning of NDS

The Guatemala work showed that the same principles used to organize domestic data—governance, geography, traceability, measurement and public accountability—could be applied to international development.

It demonstrated that NDS could potentially follow a program from a funder’s objective to a country, municipality, community, household and beneficiary while preserving evidence of what was delivered and what changed.

That is a major institutional distinction. NDS is not limited to U.S. ZIP intelligence. It can serve as a global and humanitarian intelligence platform.

NDS can move from a global mission to a country, from a country to a community, and from a community to the household and beneficiary level.
